<p>Defines a structure. The doc-string DOC, if supplied, is saved as a STRUCTURE
doc and can be retrieved by (documentation ’NAME ’structure).
STATIC is gcl specific and makes the body non relocatable.

a lisp structure correspond to a C structure.
