On Debian systems, the GNU General Public License, is available as
the file `/usr/share/common-licenses/GPL-3'.
The original upstream source tarball contained a large amount of
unacceptable files. The preparation of a suitable orig.tar.gz file was
performed using the following commands from inside the development
tree, in the top source directory: see rules:get-orig-source target
for the details.
