When INTEGER2 is supplied change the access bits of the file
STRING to the mode INTEGER.
When STRING2 is supplied the place of INTEGER, it describes the
new mode symbolically rather than numerically. The string must be
in a form that is accepted by SYS:CHANGE-MODE in its second argument.
SYS:CHANGE-MODE applies the modifiers specified in STRING to the
file mode specified in INTEGER1. When the second argument is
also an integer, it just returns that second integer. A string
of modifiers must be either an octal number or have one of the
following formats:
pattern+bits
pattern-bits
pattern=bits
PATTERN is any combination of the letters u,g,o (denoting User,
Group, and Others), and BITS is any combination of the letters
r,w,x,s,t (denoting Read, Write, eXecute permission plus the
Set UID/GID bits and the Text bit). The letter 'a' may be used
to abbreviate 'ugo'. Multiple modifiers may be separated by
commas.
Using an equal sign assigns the given permissions, a plus sign
adds them, and a minus sign removes them. The Text flag may be
set with "+t" or "=t" and cleared with "-t". Any leading 'u',
'g', or 'o' will be ignored. The "o+s" and "o-s" patterns are
null-operations.
