<p>Converts an argument to a date to allow date comparison:</p>

<p>The argument must be in one of PHP’s supported <a class="reference external" href="http://php.net/manual/en/datetime.formats.php">date and time formats</a>.</p>
<p>You can pass a timezone as the second argument:</p>
